cbbackupmgr: Make full argument visible

Description

Problem
For CE users it's hard to manage backups as there is no way to merge or force a full backup. The only option from the user is to create a new repo. This point was raised on the [forum|
https://forums.couchbase.com/t/cbbackupmgr-for-community-7-0-0-beta-full-now-incr/29272]

Suggestion
There is a hidden argument to force a full backup, this option should be made visable and documented.

Closing - observed that cbbackupmgr backup lists the flag with a description, and the docs also now list the flag.
