detect and disconnect/reconnect connection that gives timeouts while other connections are good

some connections accept requests, but the requests are never sent out on the wire (due to network issues) and therefore the requests timeout. While other connections work fine. What could be done to detect when a connection gets in that state? By comparing the timing of application requests? By ping? And how can the connection be disconnected and reconnected?
