SDK produces an incorrect partition map from buckets with >= 2 replicas

Description

This results in CouchbaseBucketConfig with a partition map of e.g. “partitions={0..170=[0,1,1], 171..341=[0,2,2]…” being created froma ClusterBucketTopology with “partitions={0..170=[0,1,2], 171..341=[0,2,1]…”
