[3.2.4 Backport] Add metric for Assertions

Description

AssertfCtx was added with Audit logging to capture errors we never expect to happen.

In dev mode they cause panics. In prod-mode they log a warning. We should also include a stat to track the number of assertions so we can provide reliable alerts on them.
